Garden of Heroes The Garden of Heroes, on the southwest lawn of the State House, is dedicated to Rhode Island service men and women who have made the ultimate sacrifice for their country since September 11, 2001. Each May, the Lieutenant Governor holds a Wreath Laying Ceremony at the Garden to honor the service members whose names are engraved in the Garden’s stone monument. The Garden was established through legislation introduced at the request of former Lt. Governor Charles J. Fogarty and was officially dedicated in 2005. Lt.
